say to sb. that … 是间接引语常用到的结构。
say to sb. 是叙述语，that 引导的是间接引语，也就是宾语从句。
say to sb. that … 意思是 “对某人说某件具体事情”，相当于 tell sb. that（告诉某人某件具体事情）”。
例如： He said to me that his classmates were all friendly to him (直接引语是 "My classmates are all friendly to me." he said to me)。
