It is the more and more important to structure perfect system for operating and supervising national assets during the process of economic structure reform. Regardless of preventing the loss of state-owned assets or structuring state-owned enterprises they all need to perfect state-owed assets operation system, the system reform of national assets operation is pivotal.

Main problems for great loss of state-owned assets is that effective supervision and management system of state-owned has not been set up, especially the strong supervision is lacked to make state-owned assets run off in various forms during the process of the joint-stock reform of state-owned enterprises. It is attention part for state-owned enterprises to
structure perfect system for operating and supervising national assets during the reform. The pattern of state-owned saaets management system is intended to discussed in this paper.
