有两种改法：1.去掉all，因为what直接就是引导的谓语从句，不去掉all句子成分多于
2.将what去掉，后面的he said 做定语，修饰all

本身用现在时，就表示一种一般性、经常性、普遍性的观点或事实，比如地球围绕太阳等等。。。
