肯定是that啊，是个强调句啊。把it was 和that 去掉还是一个句子，就是强调句，反之就是定语从句啊。

It was 2008 when she was still in the college 把it was 和that 去掉不是一个句子

It was in 2008 that she was still in the college 把it was 和that 去掉还是一个句子，是强调句

It was in 2008 that she was still in the college

in 2008是个状语所以强调用that

2008 是具体时间所以用when

诸如上例，状语用that 时间用when
