It is often the case that....就是often修饰is，意思是“......这是常有的事”。追问有一段时间我也以为副词可以修饰be动词，记得试卷有一道改错题是He is truly friend，把truly改成true以后就判对了。。。不知道这题到底是对的改成错的了还是。。。追答He is a truly friend.肯定错了啊，如果truly修饰了be动词，那意思是“他真正的是朋友”，与想表达的意思不符。
He is a true friend.他是一个真心的朋友。(true是形容词修饰名词friend)追问好吧，那么同理It is often the case就是：这通常是情况、经常是一件事。这也说不通啊。应该是：这是通常的情况、这是经常的事。。。追答It is often the case that....意思是 “......这是常有的事”。that 后具体说明什么是常有的事。
比如，It is often the case that haste makes waste.忙中有错是很常见的。追问Thanks a lot!
