Education is a subject-matter on which many people have , and reasonably have , a view . There always has been a public involvement in education and this has grown as part of the more general ‘rights movements ’of which consumerism is one form. The population as a whole is better informed and has more awareness of rights than formerly . As a consequence, the tendency is to require the professions to supply a service on demand, and according to the perceptions of the consumer rather than those of the professional. If this movement develops will it destroy the authority of the professions? Does it mean that teachers cannot speak with authority on education?
In reply it might be said that this challenge to teachers does not undermine their authority unless they allow it to do so .What the challenge should do is to revitalize the profession because it threatens the complacency and conservatism which afflict any profession, and it compels teachers to communicate more effectively. True authority emerges when paternalistic authoritarianism is challenged . (P. 158)
The state is a powerful client for the professional services of teachers , and in recent years has increased central – and also local – modes of accountability which are congruent with national policy .There nevertheless remain inherent conflicts between the needs and expectations of different sets of clients which it is beyond the scope of accountability procedures to reconcile. The teaching profession will continue to play a key role in mediating these demands , and this requires the exercise of responsibility.
