be about to do指马上就要进行的动作,也就是非常近的将来.往往不与表示将来的时间状语连用,但是与when引导的时间状语从句连用,表示正打算做什么事情的时候突然发生了一件由 when引导的动作的事情.但是be to do 一般表示实现计划好,打算好要去做的事,可以和具体的将来时间搭配.
be to do:有责任,义务,约定的含义.
e.g Parents are to take care of their children.
be about to do:表即将做某事．
e.g The plane is about to take off.

be to do 一般指计划做或者义务做某事，只是发生在将来的某一时段，具体不定；
be about to do 则是在将来马上就要发生的事情；
而且be about to do 不能接时间状语，如 tomorrow，immediately，etc，如果想加时间就只能加when 从句；
be to do则没有这样的限制。

be about to 有即将，(时间上)临近的意思

(1)表示事先商定、安排或准备要做的事情.如：
The students are to meet at the school gate tomorrow.明天学生们将在学校大门口集会.
2）表示可能性,必要、责任、义务、禁止等.如：
Her necklace was not to(couldn't)be found.她的项链找不到了.
2) be about to do:
1) 表示即将发生的动作,在时间上指最近的将来.如：
We are about to start.我们就要出发了.
The new school year is about to begin.新学年开学在即.
2) 在含有be about to do的句子中,不能再加时间状语.如：
Wrong:The medical team is about to start immediately.
Right:The medical team is about to start.医疗队就要出发了.
