我国金融危机防范研究

-I--II- 和操作性的指导思想下，收集国内外大量相关的文献资料和研究报 告，查阅我国现行的金融危机管理的主要著作，并通过各类专业杂志 及相关网站获取了大量的统计数据和研究结果，在此基础上设计全文 的研究思路和框架，从中寻求防范金融危机的有效对策。 本文结构分为五大部分。第一部分从研究问题的提出开始，结合 金融危机管理的定义和金融危机防范措施上的研究成果，指出当前研 究中的不足与发展方向，并提出本文的研究思路、研究方法。第二部 分从金融危机防范理论、公共危机管理理论和公共危机防范体系理论 三方面来考察，以此作为文章的理论依据。第三部分考察我国金融危 机防范的现状、存在的问题及其原因分析。第四部分介绍三个国外金 融危机案例，我们从中吸收防范经验，从而为我国防范金融危机提供 借鉴。第五部分根据中国目前在金融危机防范上的问题和国际上金融 危机防范经验，提出中国金融危机风险防范的政策建议。 关键词：金融危机，防范，研究-III- THE RESEARCH OF THE PREVENTION OF FINANCIAL CRISES IN CHINA ABSTRACT In the trend of economic globalization,the financial industry develops fast with its economic influence growing.However,the frequent outbreak of the financial crises with the rapid development of the financial industry has caused a close attention increasingly.In 1997-1998, an unexpected financial crises started from Thailand in Southeast Asian. The rare crises has swept through Southeast Asian,which ravaged the countries in Asian who was in a great a ambition in economic development.In 2007,lenders and creditors suffered huge losses due to the credit crises caused by the falling of Real Estate in the United States, which made the United States has to face an economic recession risk.The advance of economic globalization has caused global liquidity shortage, with the global economic growth to a serious negative impact.Since the reform and open policy,China's economy has made noteworthy achievements,but the factors leading to the financial crises still exists such as the imperfect market economic system and economic financial legal system.especially after joins the WTO,China has merged with the world in economy and financial with convergence of increasing protectionism weakened,and overall competitive situation emerged.-IV- Therefore,faced with the development of the situation at home and abroad,to study and implement the management of China's financial crises has played an important supporting role on developing China's economy and financial persistently,rapidly and soundly and building a harmonious society.This is my thesis for the ultimate significance of this host. We may notice the way financial crises exist and their destruction to the economy directly.However,what is the financial crises exactly?Can they be predicted with early warning and defused?Faced with the challenge of financial crises,how can we establish sound financial system and regulations of the financial supervision that are fit for current situation of the economic development?All these questions need urgent answers.This chapter is just under the guiding ideology of laying stress on feasibility and manipulability,skimming through a flock of documentary material and researching report both at home and abroad about the administration of financial crises,looking up current major work of the administration of financial crises in our country,and abstained large quantities of statistical data,the latest information and researching outcome by means of all kinds of professional magazines and relevant websites,on this basis,we conceived the studying train of thought and frame of this thesis which is looking for the effective counter-measures for the prevention of financial crises. The structure of this article can be divided into five parts.The first part starts from the statement of researching question,combining with the basic concept of the administration of financial crises and the research achievement of the prevention of financial crises,and points out the deficiency and the development direction of the recent investigation.It brings forward the research thinking、approach.As the theoretical basis for the article,The second part studies three aspects from the prevention-V- theory of financial crises,the management theory of public crises and the prevention system theory of public crises.The third part studies the status and the existing problems of the prevention of financial crises in China,and then inspects the reasons for analysis.The fourth section describes three cases of foreign financial crises,and we learned from the experience of prevention,so as to guard against financial crises in China for reference.In accordance with the issue on the prevention of financial crises in China,and the prevention experience of financial crises on international,the fifth part makes the policy recommendations for the prevention of financial crises in China.
