you can check if the cost of USD1600/20GP and USD3100/40GP is rasonable or doubled by two methods .
a ) you can check the freight market in september , 2013 from shipper to know that the deviation of USD1600/3100 is large or not , if GRI is double charged , it will be very large
b) consult the freight recently . it's Jan. , the top of freight . you can consult the rate of 20GP and 40GP , whether the deviation with USD1600/3100 is very large .
