要看that 在 后面的句子中充当什么成分，如果充当宾语、主语、 必须用that （因为其指代的先行词在主句中做表语, 但好像做介词宾语时，北京地区规定可以用which了）
eg a bank is the place that is built bwtween the road and the river. (做主语）
a bank is the place that people can stand on .
如果充当状语成为：则不能用that， 只能用where。
