You "reply" with an explicit answer to a question. If you "respond" to a question you may or may not answer directly.
eg. Where is the Sun?.... Tom responds "I am sleeping".. or .. Tom replies "It's over your head".

从中文的角度，两个都是回复。
respond是名词，response是动词。
而reply既是名词，也是动词。
