那是两码事。
首先，情态动词must/mustn't后面确实也是一定只能接动词原形(省去to的不定式)。句中的talk就是，mustn't talk就是“情态动词+动词原形”的形式。
第二，句中的to是talk和your mother之间的介词，它不是不定式符号。因为talk是个不及物动词，后面不能直接宾语。对你的母亲说话 talk要借助介词to来引出说话的对象。

1.you should take good care of your dog.    2.you are not allowed to talk with your classmates in class..
