这个应该是在进程下做的，影响的是本地的OSPF进程，我觉得就算本机宣告多个area也应该都被影响才是吧。
ospf进程下timers throttle lsa all A B C，单位都是毫秒，只应该影响本地的ospf进程。
R2(config-router)#timers throttle spf ?

<1-600000> Delay between first and second SPF calculation in milliseconds

SPF的计算时间是基于路由器的，可以不一致。
但通常应设为一直，否则可能引起收敛不同步。
