【答案】 In current society,if citizen have a safety and peaceful living place,we have a department deal with it.So which way is better between prevention and punishment.
I prefer prevention.My first reason is that the good education for children reduce high percent criminal.Because any punishment is too later to get back.But the punishment also is necessary.It help us to remember and judgement what is wrong.
The flood is our natural enemy.every year many people dead in the world.when a big flood gone,we knew our prevention which is not good enough.It will be quick make it stranger.but we know that there are not 100% prevention.in case some double and three times prevention is better for citizen safety.
