"Well off" is used when we want to say that someone is very rich.
For example, if I say: "Zhiwei is well off", then that means, "Zhiwei is rich." That is really the only way that we use "well off".

"be badly off for" "I am badly off for time." Meaning, "I don't have much time." We rarely ever use "be badly off", though. At least not in the USA. Maybe they use that in England.
