that就是主语，也可以用which. 这后面引导的从句是对前面what的进一步修饰。

呵呵，这里有个强调句型it is...that句型在里面，强调what的，其实what it is about the city that makes people love it so much作宾语从句，期中的what是被强调的部分（主语），后面就是what makes people love it so much
