not only...but also 连接两个并列的单句时,紧跟not only后面的单句的语序需要部分倒装
如：NOt only is he rich but also he is very kind.
另外not only...but also 连接短语时,句子不需倒装.
如：Not only the goverment but also the public don't agree with the plan .
