宾语从句后面一定是句子吗？

例如：we gona give the people what they want.这个句子里的what they want 不是一个句子啊

三楼：What they want 也是句子吗？虽然有主谓宾，但是顺序不对啊？？？

这里give是属于可接双宾语的及物动词，the people是间接宾语，what they want是宾语从句作直接宾语
