两个意思不同
it is not a matter of + 名词或名词词组. 不是。。。。事情

eg.1.It is not a matter of common usage.
并非一些通常的做法.
2.It is not a matter of forgiveness.
它不是一件原谅的事情.
it does not matter没关系

“It is not a matter.” 直译过来就是“这不是一个问题”，此处matter 作名词。
并没有“It does not a matter.”的说法，只有“It does not matter.”。“It does not matter.”是比较口语的用法，意思是“没关系”
