在英国看电脑视频需要办tv lisence 吗？

收到第二次警告信了，说没电视用电脑看视频也不行，不是当天节目的电视剧也不行！国内的视频也不行！还说他经常会有车来周围巡视，一旦检测到了就罚款甚至收监。。。

我们很想不通啊，难道优酷、迅雷看看这些都不行？他管得着么？！但是人家就是这样说的，我想问一下有经验的人。。。要怎么处理啊？？不看视频会死的！！~

据说这个信是群发的，无论有没有TV licence都发，如果你确实没看，可以无视之。

电脑看的网上直播是要证的，但是已经播完的节目你看就不用，简单来说，只有直播的东西要，无论电视还是电脑看。

还有，用英国IP是看不了优酷的，优酷拦截外国IP，你打得开网页，但播不了视频，不信你试试~~我就已经很久没看优酷了，看不了~>_<
