Both are correct. In American English, set sail for is more common.
Setting sail is fairly specifically a beginning process. There is less implication that you will get there successfully, so 'for' (intended destination) is more appropriate. You sail to a place ('to' for actual destination), and set sail for it. I find 'set sail to' rather odd.
I've found many examples of "set sail to", both BE and AE, but nearly all were 19th century and earlier.
It seems that "set sail for" is widely accepted either in BE or in AE.
