不要看英汉字典，要看英文的。仔细看第二个解释
yet:

yet作至今，仍然用。Had yet to do…可解释为仍然必须坐…，也就是说这件事还没有做完。直译就是：许多国家至今仍然要从上一次危机中恢复。

这个不能单看 yet 应该连通to 一起来看， yet to 在这里做副词形式用，表示还没。。。

其实你可以很简单的记住，yet可以表示尚未。不管前面有没有not这样的否定词，有yet的句子一般都是否定的（不是绝对）。
