因为你这封email是发到尼泊尔国际志愿者协会的，但是协会里不是所有人都负责国际志愿者事务，你要说明你是来自其他国家的志愿，这样收信人会将这封email转到负责人那里，所以开头写to whom it may concern（给可以负责这件事的人看），一般写给机构都不会用dear开头的。并且这是比较正式的格式。
