what引导名词从句时，=the + n + that
相当于：It is no longer the city that it used to be

D.本句很显然再问一个状态并且是过去的老状态 A，把他变成陈述语序是it used to what 和明显少了个be B longer 之后的 that 很明显只是一个代词引导表语从句而前面并无其指代成分并且used to be是固定用法翻译为过去的是（状态）所以之后不跟like C、the same 之后就变为了一个同位语 that不能省略所以之后跟 that D 、A的改进版翻译成过去的样子
