请问上面这句话中the painters haven't finished 不是应该用the painters hadn't finished吗?

过去完成时,是以过去为基点说的,所以,必须把句子的基准时间定在过去时
the painters hadn't finished 是对的,
必须是过去完成时,原句有错.
