因为saying...是现在分词短语在这里作定语修饰前面的note, 相当于定语从句。
句型: There+ be+主语+现在分词、过去分词（分词作定语，相当于定语从句）。例如：
There is a car (which is ) waiting for you outside.有汽车在外面等你。
There is a man （who is) killed in the riverside. 河边有一个人被杀。
